ITCS Memo # 1827

Towboat Crew Changes will only be allowed when prior coordination is made by the tow company and after identification is checked against company furnished information. Personnel (crew change) will not be permitted until tow is in the locking chamber.

Drop off of packages for boats will not be allowed. Company personnel may deliver packages and mail directly to the boats after first presenting proper picture identification and being cleared to enter the project area. All other deposits of mail or packages to the boat crews by other than company personnel will not be permitted.

We are emphasizing these measures with our lock personnel, and they are likely to get themselves in trouble if they aren't enforcing these measures. It is important that towboat crews and companies understand this, and cooperate. Unfortunately, we can't continue to do things the way we used to, when it comes to the security of our locks & dams.
