Subject: crew changes at Upper Miss and Ill River locks
ITCS Memo # 1835

IMPORTANT: A few companies are not following these guidelines. Please make sure that you contact the lock each and every time a crew change is sheduled.

The Army Corp of Engineers has increased security at all of the locks on the Upper Mississippi River and Illinois Waterway. These locks will not accept delivery of any packages or groceries until further notice.
They are willing to allow crew changes at all of the locks except Lock 15 UMR, where only authorized personnel are allowed to enter the facility.

In order for the Lock Masters to consider crew changes at any of the locks except lock 15, the company must:
1) Call the specific lock where the crew change is being requested, identifing the company.
2) Provide a complete list of personnel requesting permission to enter the facility.
3) Provide an estimated time of arrival for the personnel requesting entry.
When employees are being picked up by anyone (e.g. family member, friend, etc.) The company must notify the lock of the picking the employee up as well as the employee.
Faxes may work some of the time but a phone call from the company is the very best means of communication.

Upon arrival at the facility, every crewmember must provide a form of identification or they will be denied entry into the facility.
