ITCS Memo # 2323

WINTER LOCKAGE HOURS
MISSISSIPPI RIVER, LOCKS 11 – 22
Rock Island District Locks 12, 13, 14, 15, 16, 17, and 18 will lock traffic between 0800 and 1600, Monday through Friday only, during the period 15 December 2005 through 15 March 2006. Please contact the lockmaster in advance if lockage is required outside these hours. Locks 20, 21 and 22 will continue to lock traffic 24/7 depending on winter conditions.
Lock 11 and Lock 19 will be closed to navigation to perform major rehabilitation and maintenance work from 15 December 2005 to 15 March 2006.
Presently at Lock 19, the temporary sectional spare miter gate in use was not designed for any type of ice loading and could be seriously damaged by operation in icy conditions. The lock will be closed to river traffic when freezing temperatures result in various ice loadings on the gate. Two such conditions that will temporarily shut down the lock are:
• Floating ice in the lock chamber that cannot be moved and thus blocks the miter gate operation and/or
• Any ice buildup on the miter gate

The lockmaster (or the designated Government employee) shall be charged with the immediate control and management of the lock and shall have final authority for the use of the lock and the decision of locking.

NOTE: Industry should call well in advance to confirm Lock 19 is operable due to winter conditions from now until the closure beginning on 15 December 2005.
