Subject: Marine Safety Information Bulletin
NAVNOTICE # 1760

The City of St. Louis, MO will be hosting the 2009 Major League Baseball All Star Game which includes a week of activities around the city. Some of these activities will take place adjacent to or near the Mississippi River. In an effort to ensure the safety and security of event attendees, maritime industry, and the infrastructure surrounding the city during the celebration, USCG Sector Upper Mississippi River (UMR) will be establishing a Safety Zone along the Mississippi River near the City of St. Louis.

The Safety Zone will be in effect from 11 July 2009 through 14 July 2009 during the hours of 4:00 p.m. till 12:00 a.m. each evening. During these times the Safety Zone boundaries will be established between the MacArthur Railroad Bridge, Mile Marker (MM) 179, and the Eads Bridge, MM 180. All mariners are required to report in to the USCG Sector UMR Command Center via marine radio, VHF channel 16, or by phone at 314-269-2332 for guidance prior to entering the Safety Zone. Up-Bound traffic shall report nearing the Safety Zone upon reaching the Jefferson Barracks Bridge, MM 168.6, and Down-Bound traffic shall report nearing the Safety Zone upon reaching Lock and Dam 27 (Chain of Rocks), MM 185.5. Commercial vessels are to report tow configuration and confirm Certain Dangerous Cargos (CDC) and Extremely Hazardous Cargos (EHC) if applicable. USCG Sector UMR response boats will be present in the Safety Zone during the enforcement hours and will screen both commercial and recreational traffic before allowing passage of the zone. Detailed control measures are as follows:
• EHC & CDC cargos will not be allowed to transit the zone from 7:30 p.m. to 10:00 p.m., on 11 July 2009 due to waterfront activities.
• NO recreational or commercial traffic will be allowed to transit the Safety Zone from 10:00 p.m. till 11:00 p.m. due to the presence of fireworks.

Companies are encouraged to be proactive in offsetting transit times to avoid possible delays during Safety Zone enforcement, especially during the evening of 11 July.

Companies operating fleeting areas containing EHCs shall ensure appropriate security measures are in place in accordance with their Facility Security Plan. Facilities shall notify the Captain of the Port of the expected presence of EHC’s at their facilities during the times established for the Safety Zone.
